Jeff Kearnan’s calling to support churches in their safety and emergency preparedness grew out of a long career in law enforcement and emergency management. After retiring from law enforcement, where he worked extensively with regional preparedness initiatives and major grant programs, Jeff moved into security consulting. His work included supporting local government agencies, advising a major security firm in San Francisco, and serving as Security Director for the Anschutz Entertainment Group and the Oakland Raiders.
Jeff’s work with Faith‑Based Organizations began when he helped churches and ministries secure federal and state grants to strengthen their security posture. During this time, he partnered with an insurance carrier that served churches nationwide. That partnership revealed a serious and widespread issue: many congregations lacked a defensible emergency operations plan, had no documented duty‑of‑care framework for volunteers, and were unintentionally exposing themselves to general liability risks under premises liability and negligence standards. As an expert witness in security‑related negligence cases, Jeff saw firsthand how churches could be held responsible for preventable incidents, ranging from inadequate volunteer training to unclear policies on concealed‑weapon license holders, use‑of‑force expectations, and the handling of disruptive individuals. These experiences made it clear that churches needed more than good intentions; they needed clear, documented, legally defensible procedures to protect their people and their ministries. Motivated by this gap, Jeff spent nearly two years developing a comprehensive Emergency Operations Plan specifically designed for houses of worship, faith‑based nonprofits, and their affiliated private schools. The plan was built to withstand legal scrutiny, support insurance claims, and demonstrate that a church has met its duty of care to congregants, volunteers, and visitors. It includes guidance on volunteer roles, de‑escalation, medical response, severe weather, child safety, concealed‑weapon considerations, and the church’s responsibilities under premises liability and negligence law. Because many churches operate with limited budgets, Jeff intentionally priced his plans so that even small congregations could afford them. He also partnered with insurance companies to offer discounted access to these plans, helping ministries strengthen their preparedness while reducing their liability exposure and improving their insurability. Jeff’s work is grounded in meticulous research, state‑specific legal requirements, and nationally recognized best practices in emergency management. Every plan he produces reflects the understanding that churches carry both a sacred responsibility and a legal obligation to care for their congregations. His frameworks help ministries demonstrate that they have taken reasonable, documented steps to prevent foreseeable harm, a critical factor in negligence claims, insurance reviews, and volunteer safety. His mission is simple and deeply rooted in service: to equip Faith‑Based Organizations with clear, defensible, and ministry‑aligned tools that protect people, support leadership, and preserve the witness of the church. Through his emergency operations plans, training resources, and guidance on issues such as premises liability, concealed‑weapon license considerations, and volunteer safety, Jeff helps churches create environments where congregations can worship, learn, and serve with confidence. Jeff’s plans are used by churches, ministries, and private Christian schools across the United States , each one strengthened by the same commitment that drives his work: safeguarding God’s people through preparation, stewardship, and practical wisdom. |

The Rev. Dr. Reid Hensarling
Father Reid began his service as the eighth Rector of All Saints' on November 14, 2016. He received a Bachelor of Science degree from Louisiana State University in 1978 and a Master of Arts from the University of Texas at Austin in 1981. Fr. Reid went to seminary in the summer of 1989 and graduated from Trinity Episcopal School for Ministry in May 1992. After that, he served churches in Shreveport, Louisiana; Bennettsville, South Carolina; and Memphis, Tennessee. He completed a Doctor of Ministry degree from the Reformed Theological Seminary in Orlando, Florida, in December 2010. Following shootings at other churches, Father Reid has spent the last five years building an all-volunteer safety committee, implementing strict security protocols, and installing the latest security technology throughout his church. |

Sergeant Chad Mumbauer was born and raised in Lakeland, Florida, and brings more than 31 years of law enforcement experience to his profession. He has proudly served with the Lakeland Police Department since April 1995, holding numerous leadership and specialty assignments throughout his distinguished career.
Upon being hired in 1995, Sergeant Mumbauer began his career in the Uniform Patrol Division. As an officer, he also served in the Street Crimes Unit, Neighborhood Liaison Officer Unit, as a K-9 handler, and as a member of the department’s SWAT Team. In 2003, he was promoted to Sergeant, where he supervised officers in the Uniform Patrol Division across day shift, night shift, and mid-shift assignments. He later supervised the Neighborhood Liaison Unit, working closely with residents and business owners to resolve community concerns while strengthening partnerships between citizens and other City of Lakeland departments. Sergeant Mumbauer was subsequently assigned to the department’s Special Operations Section, where he has overseen numerous specialty units, including the DUI Unit, Airport Liaison, Dive Unit, Red Light Camera and School Zone Speed Camera programs, Aviation Unit, specialized weapons and equipment deployments, permitted special events throughout the city, and extra-duty assignments. A member of the SWAT Team since 1996, Sergeant Mumbauer has served as a sniper, entry team member, firearms instructor, and less-lethal operator. He won first place at the Florida SWAT Association Sniper Competition in 2009. Four years later, in 2013, he was selected to serve as SWAT Team Commander — a role he continues to lead in today. He has also represented the department in leadership capacities on multi-jurisdictional task forces alongside the Federal Bureau of Investigation, Florida Department of Law Enforcement, and the State Attorney’s Office. Throughout his career, he has received more than 60 awards and letters of commendation including the Chief’s Award and a Life Saving medal. While exceeding the highest of standards at the Lakeland Police Department, Sergeant Mumbauer was also was in the biggest fight of his life, a battle with brain cancer. He has faced and conquered this horrible disease three times since his first diagnosis in 2010. Each time he battled his way through to return to full duty and serve at a level of leading the agency’s SWAT team. He has transformed his experience into advocacy, mentoring others on the importance of mental health and resilience. His passion for service extends beyond the badge through his support of the Hook A Hero Foundation and the Lakeland Police Foundation. In 2022, he was honored as the Hometown Hero for Lakeland flying with the U.S. Air Force Thunderbirds at Sun N’ Fun. A 1990 graduate of Lake Gibson High School, Sergeant Mumbauer went on to join the United States Marine Corps in 1991, serving honorably until 1995. He later earned both an Associate of Science and an Associate of Arts degree from Polk Community College in 2001, followed by a Bachelor of Arts in Criminology from Saint Leo University in 2004. Committed to lifelong learning, he continues to further his education through advanced coursework in SWAT decision-making and leadership. |

Alan Diamond has been the attorney of record in over 11,000 criminal cases. Mr. Diamond graduated from the University of North Carolina - Chapel Hill, with a Bachelor of Arts degree in International Studies. He received his law degree in 1992 from the University of North Carolina Chapel Hill College of Law.
Mr. Diamond was an Assistant State Attorney for more than a decade in the 18th Judicial Circuit. He prosecuted all types of cases including; Homicides, Kidnappings, Vehicular Manslaughters, Gun Crimes, Sex Crimes and Child Abuses cases as well as Computer Crimes. Mr. Diamond received the Outstanding Trial Attorney of the Year award prior to becoming a felony division chief. Now in private practice, he is a Board Certified Criminal Trial Lawyer (since 2005) and the recipient of the Brevard County Bar Association Professionalism Award and past president of the Brevard County Bar Association for the 2012-2013 term. Mr. Diamond is a former instructor with the Florida Prosecuting Attorney Association and received the 2002 Distinguished Faculty award from the FPAA. He was the training supervisor for the lawyers of the State Attorney’s Office for the 18 th Judicial Circuit from 1999-2001. Mr. Diamond taught classes and provided instruction to the Assistant State Attorneys throughout Florida regarding legal issues, courtroom presentation and trial advocacy. Mr. Diamond served as the Fraternal Order of Police General Counsel for the entire State of Florida from 2012-2018. Mr. Diamond continues to work as a Staff Attorney for the Fraternal Order of Police for Central Florida. For more than 21 years he has represented FOP members in arbitrations, grievances, Internal Affairs investigations as well as Officer Involved Shootings and in-custody deaths. Mr. Diamond, as a FOP Staff Attorney, has responded to numerous Officer Involved Shootings, excessive use of force allegations and in-custody death situations to insure that there are no criminal charges brought and to make sure that the Officer’s rights are protected. Mr. Diamond has been instrumental in the curriculum and presentation of the F.O.P. Officer Involved Shooting class and has presented these topics to many Law Enforcement Officers, Police Academies and Agencies over the past 21 years. Additionally, Mr. Diamond has taught Florida Bar Continuing Law Education courses (which he created and presented) on the topics of basic firearms use which included hands-on firearm training as well as the law surrounding the use of deadly force in Florida specifically the “stand your ground” legislation. Mr. Diamond has also been an instructor for the Brevard County Sheriff’s Office in the area of self-defense, firearms use and the laws governing concealed weapons. During his 31+ year career as a criminal law attorney Mr. Diamond has handled thousands of cases in both State and Federal Court. He has litigated hundreds of cases involving the use or possession of firearms and the legal issues surrounding those allegations. He has successfully handled numerous jury trials including the charges of Murder, Sexual Battery, DUI, Burglary, Drug Trafficking, Aggravated Battery, among others. He has litigated issues before FDLE and the Florida Department of Agriculture regarding concealed weapons permitting and the right to own and possess firearms. He is a graduate of the Force Science ® Institute and has completed training on the principles of Force Science and is certified to apply these principles to the analysis of use of force incidents. These principles focus on the use of deadly force in self-defense situations. His memberships include The Fraternal Order of Police, Life Member of the National Rifle Association, The Federal Bar Association, Supreme Court of the United States, U.S. District Court – Southern, Middle and Northern Districts of Florida, U.S. Court of Appeals for the 11th Circuit, the Brevard County Bar Association, The National and Florida Associations of Criminal Defense Lawyers, The Florida Bar, the American Bar Association and the USCCA. |
